The Secretary of State will submit to Congress a strategy addressing Iran and other organizations’ hostile activity in the Western Hemisphere including:

1. Operations.

2. Descriptions of the terrain, ports, airports and other entities used.

3. Relationships with criminal ties.

4. Relationships with governments in the Western Hemisphere.

5. Descriptions of federal law enforcement capabilities, and entities that may organize to counter the Iranian threat.

6. Descriptions of activity at borders within the Western Hemisphere.

7. Efforts by foreign entities that may assist Iran in evading sanctions. A plan to protect U.S. interests in the Western Hemisphere, and to support efforts to designate persons and entities in the Hemisphere for proliferation and terrorist activities relating to Iran, and to address vital U.S. interests in ensuring energy supplies from the Western Hemisphere.

The Secretary should keep Congress informed about Iran's hostile actions in the Western Hemisphere.
